New Delhi, June 2
The Ministry of Home Affairs (MHA) has sought an explanation from the heads of Central Armed Police Forces (CAPFs) and the Central Bureau of Investigation (CBI) with regard to the overstay of CAPF personnel deputed on the CBI posting.
Sources in the ministry said the heads of CAPFs and CBI have been asked to explain the reason and circumstances under which 157 personnel from the Central police forces overstayed their deputations in the country’s premier anti-corruption probe agency.
It is learnt that the MHA has sent a communiqué to five CAPFs — the Central Reserve Police Force, Indo-Tibetan Border Police, Border Security Force, Sashastra Seema Bal and Central Industrial Security Force.
A separate query has also been sent to the CBI and it has been asked to explain the agency’s “locus standi” in not relieving such personnel despite their deputation period got over.
The officials said they have also been asked to explain as to how the salaries of these 157 personnel were being paid when their deputation period had ended. Most of these personnel belonged to the constabulary rank in their respective organisations, they added.
Central forces’ personnel are sent on deputation in different ranks to the CBI for a fixed tenure and are supposed to come back after completion of the period. As per the CBI’s recruitment rules, the agency is required to fill 20 per cent of the vacancies of Additional SPs and 50 per cent of Deputy SPs and Inspectors in its ranks by way of deputation from other police forces.
The lower level personnel are also taken on deputation, which range from 30 per cent to 60 per cent of the sanctioned strength and in the CBI, they work with a designation of “security aide”, the officials said. — TNS
