The Union Cabinet today approved the Inter-State River Water disputes (Amendment) Bill, 2019, for effective adjudication of disputes relating to waters of inter-state rivers.
Union Environment Minister Prakash Javadekar said the Bill sought to provide one tribunal to adjudicate on water disputes between states by doing away with the present nine. Different Benches will be instituted under the proposed tribunal.
The salient feature of the new structure is the provision to complete an adjudication of a dispute within two years.
“The Bill seeks to amend the Inter-State River Water Disputes Act, 1956, with a view to streamline the adjudication of inter-state river water disputes and make the present institutional architecture robust,” Javedkar said.
“This will result in expeditious resolution of disputes,” he said. Under the present scheme, the tribunals have consumed excruciatingly long period, ranging from 10 years to 27 years to settle disputes. The Centre constitutes Water Disputes Tribunal for adjudication of water dispute when a request is made to it by any state.
