Asserting its “zero tolerance” stance towards terrorism, the Narendra Modi Government today moved in the Lok Sabha the Unlawful Activities (Prevention) Amendment Bill, 2019, which seeks to allow an individual suspected to have terror links to be designated as a ‘terrorist’.
MoS for Home Affairs Kishan Reddy said “between 2004-14, around 40 incidents of ‘inter-land terrorism’ took place in which 883 persons were killed. However, between 2014-19 four such incidents took place in which 91 persons were killed, of these three were Pakistan-sponsored, he added, stating steps taken by the government had resulted in decline in these incidents in the country and building the case for amendments. The minister said steps taken by the government had resulted in decline in the number of terror-related incidents.
Congress’ Manish Tewari alleged “false propaganda” was being spread that the law was solution to all problems. TADA and POTA experience was conclusive evidence that harsh laws did not curb terror. The solution to problems was through political initiatives not tough laws, he said, opposing the proposed amendments.
Tough laws were “often misused than used”, he warned that the Bill would be “misused” and turn India into a “police state”. The Bill amends the UAPA, 1967, which provides special procedures to deal with terrorist activities, among other things. — TNS
