Linking Central funds to agri reforms mooted

The NITI Aayog’s high-powered committee of Chief Ministers today held its first meeting here and deliberated over several issues pertaining to farm sector. Sources said one of the ideas floated during the deliberations was to link the Central support to states with reforms in the agriculture sector. 

The panel’s convener is Maharashtra Chief Minister Devendra Fadnavis and others, who attended the meeting, included Union Minister Narendra Singh Tomar and CMs of Gujarat, Haryana and Arunachal Pradesh. Madhya Pradesh Chief Minister Kamal Nath attended the meet through video conferencing, while UP CM Yogi Adityanath sent his written view for the deliberations.

Officials, who attended the meeting, said reforms in APMCs, Model Act on Contract farming came up for discussion and it was felt that central support to states can be linked with them. Measures like the market access to farmers, E-NAM, the need for a dynamic electronic platform, proper distribution of subsidies were discussed at length during the deliberations, they said, adding that they also took stock of the modalities for adoption and time-bound implementation by the states. 

Later addressing mediapersons, Fadnavis said the emphasis would be on agriculture centric and farmer-centric measures, while underlining the need to enhance private investments in agriculture sector by advancing the growth in the food processing sector. 

It was learnt that the leaders discussed the need “to bring down institutional credit costs” and “linkages with financial institutions”. They also called for strengthening ways and means to ensure that the benefits of technology reach out to small farmers as well.
