Three focal points in Punjab to have tertiary treatment plants

Over 1,000 manufacturing units located in Dera Bassi, Chanalon (Ropar) and Mandi Gobindgarh in Punjab will soon be able to save 40-50% of water, as Punjab Small Industries and Export Corporation (PSIEC) would upgrade the existing Sewage Treatment Plants (STPs) with Tertiary Treatment Plants (TTPs) with an investment of Rs 13.01 crore, to be partly funded by the corporation and the Centre. 

The project has been approved in-principle for financial assistance to the tune of Rs 4.80 crore by the Centre under Trade Infrastructure Export Scheme (TIES).

These three focal points comprise industries like electroplating, light engineering, pharmaceuticals and are exporting goods to the tune of around Rs 450 crore. With the setting up of TTPs, the recycled water will be supplied to the industries which will result in saving of 40-50% of fresh water at each location.

The existing STPs in these three focal points have been running satisfactorily. However, as per new NGT norms and notice by Punjab Pollution Control Board, there have been new standards set out by these governing bodies which all industrial units need to comply with. Further, the NGT has also imposed a blanket ban on the extraction of groundwater by the industries, as it has now become imperative to achieve the revised standards and reuse the waste water after its treatment. 

So the existing issues of STPs need to be resolved through state-of-the-art technological solutions and innovative strategies to provide a long-term solution.

To achieve the revised parameters, PSIEC has plans to up-grade the existing STPs to ensure compliance of new regulatory standards with the addition of TTPs. The TTPs would promote use of treated water by the industry thereby reducing dependence on groundwater. 

“The total cost for upgrading these three STPs will be Rs 13.01 crore and the Ministry of Commerce and Industry, New Delhi, in its meeting held last month has approved the project in-principle and will release a sum of Rs 4.80 crore under TIES. The project will be taken up by the PSIEC and is likely to be completed by March 31, 2020,” said Rahul Bhandari, MD, PSIEC.

He said once it is operational, PSIEC would be the first state government undertaking to take up installation of tertiary treatment plants in the state.

PSIEC has been acting as a catalyst and spearheading all round development and promotion of industries in Punjab through the development of industrial infrastructure, namely Industrial Focal Points (IFPs) ranging between 50 acres and 500 acres at various towns and cities of Punjab. Besides these, PSIEC also proposes to set up nine STPs across the state by June 2020.
