Gujarat cuts fines for traffic violations

The BJP government in Gujarat has decided to implement the new Motor Vehicles Act in the state with effect from September 16, but with a downward revision of penalties proposed by the Centre.

Faced with a strong opposition from people against the steep hike in penalties proposed by the Centre for various offences under the Act, the state government had earlier stalled its implementation from September 1 when the central Act came into force.

One of the main reasons for objection to the central proposals was that the penalty hike under the amended Act was not commensurate with per capita income of the people.

Announcing the revised penalty rates, Chief Minister Vijay Rupani today said his government was not interested in minting money by levying steep penalties on people, but it had decided to increase the rates by five to 10 times on the existing rates in the larger interest of the people.

The amended Central MV Act provides for a fine of Rs 1,000 for driving a two-wheeler without helmet; in Gujarat, the fine will be Rs 500. At present, the penalty for the offence in the state is Rs 100. While the Central law has proposed a fine of Rs 1,000 for pillion rider not wearing helmet, the provision will not be implemented in Gujarat.

Further, one can produce driving licence or other documents in digitised form after storing them in “DigiLocker” app, the CM said.
