States’ suggestions sought on recast of criminal laws

The Centre today sent a letter to all state governments asking them to send their suggestions for a major overhaul and recasting of the Indian Penal Code and the CrPC, sources in the Ministry of Home Affairs (MHA) said.

Noting that a comprehensive review and restructuring of the criminal laws to achieve a paradigm shift with special focus on people at large, a senior MHA official said: “The new structure and content of criminal laws will be citizen centric and will reflect the aspirations of a modern democracy and provide for speedy justice specially to the weaker sections of society.”

In the letter, state governments have been “requested to send their suggestions” for undertaking this major overhaul and recasting of the Indian Penal Code and the CrPC, he said.

The Bureau of Police Research and Development may undertake review of the laws such as the IPC, CrPC, Indian Evidence Act and the Narcotic Drugs and Psychotropic Substances Act, the MHA sources said, adding the BPRD will constitute a suitable working or consultative group and submit a report after thorough deliberations.

Union Home Minister Amit Shah had recently said in Lucknow the Centre would soon be making changes in laws related to internal security, including necessary amendments to the IPC and CrPC.

Union Minister of State for Home Affairs G Kishan Reddy had also said on Saturday in Hyderabad the IPC and CrPC would be amended to expedite trial in grave criminal offences such as rape and murder.

Reddy said the Centre was considering a suggestion that conviction in such cases by trial courts might be challenged only in the Supreme Court. “Currently the convicts go for appeals in various upper courts and high courts, resulting in long delays in awarding punishment,” Reddy said, adding that criminal laws “need to be amended as they were framed during the British rule”.


Panel to review rape cases in Gujarat

Ahmedabad: The Gujarat Government has decided to set up a permanent high-powered standing committee for periodic review of incidents of rape and attacks on women and help expeditious investigation and trial of such cases. It was announced by Minister of State for Home Pradipsinh Jadeja on Thursday. He visited the site of a gangrape incident in Vadodara. The police are yet to make any arrest. TNS

Pepper spray allowed in Hyderabad metro 

Hyderabad: Now, women can carry pepper spray with them while travelling in city metro. NVS Reddy, MD, Hyderabad Metro, announced that the decision was taken after receiving requests from women. With this, Hyderabad becomes the second city after Bengaluru to allow this. He said the permission was granted keeping in mind the anxiety among women after the rape and murder of a vet. TNS
